Project Type: PreparatoryIn the most sparsely populated regions (practically the whole Northern Periphery area) the possibilities and conditions for accessing telecommunication networks are far more challenging and difficult than in urban areas. The main barrier is caused by market forces, which do not work in these conditions. However, the need for communication network infrastructures and e-services is even more important and vital to people living in remote areas than for those living in or close to service centres. One of the main issues in European information society strategies is access for all - digital inclusion. This question seems to be relevant to all of the Northern Periphery regions and demand has been shown for a common NPP initiative. However, the project area has to be defined more precisely and the main topics have to be choosen.
This preparatory project will prepare the groundwork and develop partnerships for a main application on this topic. The objective of the main project is to make a comparison of strategies and experiences in building telecommunications infrastructure in rural areas. The ultimate goal is to establish a framework of rural community needs for the use of telecommunications infrastructure and services. It is anticipated that by learning from each other, the regions will be able to formulate their own development strategies and implementation plans.
