
The Northern Periphery Programme covers a large geographical area, including the northern parts of Finland, Scotland, Sweden, Norway, the whole of Greenland, Iceland and the Faroe Islands. Northwest Russia is also part of the co-operation on a project by project basis and using its own financing. Transnationality is an important aspect of NPP projects and all projects must involve at least 3 countries, one of which must be from a European Union Member State. The Northern Periphery Programme area comprises the following:
- United Kingdom: the Highlands & Islands Special Transitional Programme Area in Scotland
- Sweden: the Objective 1 regions and adjacent coastal areas in Norrbotten, Västerbotten, Västernorrland and Gävleborg
- Finland: the Objective 1 regions and adjacent areas in Pohjois-Pohjanmaa (Northern Ostrobothnia), Keski-Suomi (Central Finland) and Keski-Pohjanmaa
- Norway: the four northern-most counties of Nord-Trøndelag, Nordland, Troms and Finnmark
- The Faroe Islands
- Greenland
- Iceland
